[Bug]: AI shell does not share languages with the AI #20033

Describe the issue

There is a discrepency between what the AI can understand from its core, and what it can understand from its shell (which is silly as it is the same computer).

I believe (but I'm no developer) that the issue stems from how languages are added to the two mobs, as can be seen from the pics.

The AI initializes languages like this:

While the shell initializes languages like this:
image

If possible the AI shell should probably just initialize languages in the same way as the AI or have its own list adjusted to match. It doesn't need to be able to synthesize all languages, because neither can the AI.
