Change new version release process

Currently release to Bintray is triggered but merge to master, and we are able to release version without making a release on GH.
We should change the trigger to tag + release on GH, so that we create nice release notes, put version and then it's being automatically picked up and published to Bintray (ideally with automatic publish of version on Bintray)
