Define CO9_AMM15 reference simulation. #46

CO9_AMM15 is a reference simulation.
It must be reproducible.
The forcing must be obtainable.

Operational implementations can use alternative forcing, namelists, couplings, DA, etc.

Acceptance Criteria:

Define open boundary data, surface forcing, river forcing and add definitions to README (wild cards accepted)
Create ticket(s) to test with CO9_AMM15 with NOWMAPIII required forcing.
