As raised by comments in this pr, we should:

Create a method to work out which repeatTestFilter is active,e.g. in JaxRsIntegration.java we can just change one place rather than all of the occurrences.
Have better comments in TelemetryActions.java to explain why the repeats are needed in the feautre sets.
Give SkipForRepeat an array (if it can) and define it earlier instead of giving indiviual enums
