Falling block [entity] destroying block

Steps to Reproduce

1. Login with a 1.12.2 client on a server 1.13.2
2. /execute at [NICKNAME] run summon falling_block ~ 4.001 ~ {Time:1,NoGravity:1b,BlockState:{Name:yellow_concrete}}
   or /summon falling_block ~ 4.001 ~ {Time:1,NoGravity:1b,BlockState:{Name:yellow_concrete}}

Expected Behavior

A falling block (entity) should not destroy the block.

PaperMC 1.13.2 (it works on a Spigot)
Plugins: HolographicDisplays (3.0.2), Skript (2.6.4), Skellett (2.0.9), SkQuery (4.1.9)
