[Bug]: Without IPv6 enabled the new 0.14 betas won't run

Describe the problem you are having

It seems the new nginx config causes the docker container to fail to start if ipv6 is disabled on the host.

Steps to reproduce

Disable IPv6 on a host. Setup Docker, Install using Frigate's recommended docker run command
