Wouldn't any existing backend (like CGit) already satisfy this?

Do you have any example of upstream project that is using git-scm or is this just a plain git repo?

When I try cgit:

Unable to retrieve the latest version from upstream!
ERROR: "Error when checking for new version: binutils: no upstream version found. - https://sourceware.org/git/?p=binutils.git;a=summary/refs/tags - (.*)"
