Feature Request: Timepicker

Describe the feature in detail (code, mocks, or screenshots encouraged)

Something similar to the Date Field, but for time. Basically brings parity with <input type="time">

Edge has a pretty nice implementation of this, but I think even a simple version without the popover would be good to have.
