Update README.md: Remove or update project site information.

Links to nsiqcppstyle.appspot.com yield 404. If no new site exists to replace the now-defunct, please consider creating the wiki for this project instead.

I would also greatly appreciate if anyone could link me / send me the information about the rules. I would like to take this tool into use as a part of automated student submission checking.

The original project is long gone, and when I pushed this to Github originally, it was somewhat around (but I haven't updated the readme in a long while, hence the decay)

Regarding the rules, each file contains a RunRule function. You can find more details in the rule manager. Each type of rule takes a specific number of arguments, and you can use the lexer to read more data until there's no more data or you find a failing condition. If you reach a decision, return without doing anything to pass that function/line/scope, or call the reporter.Error with the token (or dummy token)
