This disables vengeful cry buff unless the retaliation skill usable" (in this case for now is just savage hit, but the keystone and some other effects would also allow it to be active so will need to change then)
This also fixes retaliation speed not applying to warcry speed (which currently doesnt change much as its not even shown atm until the other PR is merged)
