Bump tough-cookie, blessed-contrib and jest in /envoy-curses

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependencies [tough-cookie](https://github.com/salesforce/tough-cookie), [blessed-contrib](https://github.com/yaronn/blessed-contrib) and [jest](https://github.com/facebook/jest/tree/HEAD/packages/jest). These dependencies need to be updated together.


Removes `tough-cookie`

Updates `blessed-contrib` from 4.8.7 to 4.11.0
