• update cargo.toml from compiler to version 1.6.1 as per error output suggestion

Thanks, but manually editing Cargo.toml is not appropriate. For example, this change does not update crate-information.json. On top of that, rebuilding the container is semi-expensive, so it's almost always worth updating all of the crates.

This PR is subsumed by #1079
